Think I got it /read it this way:
The house owner (and only house owner - not his alts) can atm. port to the house.
Only other way to port from Domnann or DL is to have a guild house with a bindstone. Once you have binded there you can port (not sure you have to bind first..but easy to find out). So all guildies can port.
No more, no less. This is bugged as I read it. They working on the solution so you can port better. Either an friends of house or maybe housenumber porting option. But not invented yet (US).
If you have binded, you always have the option of /rel house, when you die. Only it cost you 15g (lvl50) if you suicide.
Best option atm. is a guild house.
Ups. forgot: I have discovered the same as you Vodka. Only the houseowner and his alts can modify the important stuff. Grant access, move tools, merchants etc. Partners have rights, but not all rights.
