Hmmm... Vault Keeper at Lethantis Association?

This morning I was running to Lethantis Association to train my Infil, when I got a gfx bug... I ran towards the big blue building, and to my amazement, I discovered a creature standing on the ground INSIDE Lethantis Association. His name is Teoalb, and he's labeled as a Vault Keeper.

I wonder how many of these "hidden" NPCs are around... I could not target him or anything (even if the walls were gone to the bug, I could still bang my head against them...)

BTW - can anyone identify the creature type - I can't remember seeing anything with legs like that...

It's the old soul harvester model, only smaller, and I think maybe the head is different, though I'm not sure of this.

Yeah looks like the old style soul harvesters but alot smaller, before they started using the wind mephit model instead (anyone know why on earth they changed that?).
