Gives an overview of all weapons available - great site imo.
As you can see, highest DPS for Hand Axes is 15 dps. The axe with lowest speed and 16.5 dps is Weighted Bearded Axe - 16.5 dps and 2.9 speed. It was introduced in that patch before TOA me thinks.
In general: it's only the weapons that are lvl 51 arcanium that are 16.5 dps, a weapon can be arcanium (the highest material) but still < 16.5 dps, which is a concern when you are doing your SC templates (less imbuance points).
