Halloween costume help

going out on the lash wednesday and need advice for a costume please
something easy to put together, and fairly cheap
no costume hire for £40 or anything like that

A scotsman wearing a kilt and when the ladies ask if you're wearing anything underneath you just say "well there's only one way to find out.."
