Start by buying a Stormhorse Voucher for 15 platinum pieces from the Quartermaster in the throne room. This begins your quest. Take the voucher to the Royal Stable Master on the opposite side of the inner keep from the throne room. Hand him the Stoorm Horse Voucher. Talk to him a little more and he will ask for a magic item to help make your riding crop to tame the Storm Horse. This begins [Step 1]. You must speak with Eugene Aldar at Cornwall Station. Port from Camelot to Gothwaite, then from Gothwaite to Shannon Estuary. Take a horse from there to Western Cornwall. Jump at Cornwall Station. You will fine Eugene Aldar upstairs in the inn. /Whisper [riding crop] to him. He will then proceed to tell you to find and defeat Gwidden at the cliffs in Cornwall. This begins [Step 2]. You will find Gwidden near 65,400, 31,000 Cornwall. He conned Orange or Red the few times I killed him. He is a fairly simple fight, but you may want to bring a friend. He drops Gwidden's Talisman. This begins [Step 3]. Bring the talisman back to Eugene Aldar. Run back to him in Cornwall Station, hand him the talisman, where he will give you the riding crop. This begins [Step 0]. Yes, I know, step 0? you say, but that is how it is currently numbered. Return to the stablemaster, hand him the riding crop you obtained from Eugene Aldar, and recieve one shiny Stormhorse.
In Salsbury Plains you can find the Nightmare at /loc 11813,34496, or at least very close to it. Nightmare spawns there and doesn't roam too far.
I killed him several times to see if he would always spawn in this spot. Yep, he did.

After purchasing voucher and speaking to the royal stable master she will ask you to visit her relative down in culraid to have a saddle crafted for your mount. There are several ways to get down there, riding a horse from connla to Innis then culraid or the fastest i believe is through the abandoned mines:
grab hastener speed and go to the abandoned mines in catacombs and head down to triebh cailte (from the bottom of the mines head straight down the south rail)once in Treibh Cailte leave it and summon whatever horse you currently have.. run straight north you'll see the large lighted tree that is Culraid
Note: While you're riding to Innis have your friends that are going to help ride down to Innis to save time.
The ol lady is near the stable master to the right of the door of the tree (looks like an old lady.)
She will ask you to bring her a glimmer scale from the Dragon. don't crap your pants these drop off of several types of glimmers in Sheeroe Hills. Warshades, giest, strikers, deathwatchers all will give you the scale now the hard part.. getting to them.
From Culraid head to Innis Carthaig on horseback. Sheeroe hills entrance is basically straight east from Innis.
The easiest to find and kill I believe is the warshades (closest to the entrance) To get to warshades or any of them for that matter.. follow the East wall stick along it and when it curves stay along it. At the large turn you want to drag agro with you since the respawn is fast there. You'll eventually see a circle of 3 stones lighted in between them, this is where the warshades spawn, they come in groups of 2 or 3 red/purp con mobs.
Once you have the scale you can choose to either suicide out or walk back to Innis the next step requires you return to Culraid. Give the old lady the scale she'll make your saddle.
Now you are asked to return to TNN. Speak with the royal stable master give her the saddle and you get your nice frosty horse.
