I met him now a couple of times with my vw. And every time ended the same...me interupting him and start lifetapping, getting him down to half or less...gets ml9 pet on me....he runs off while i fight that. then he comes back and finnishes me

Imo Horner is a nice little addition to the RvR scene. Whenever he is spotted and reported in /gu or any other chat, its time to hunt him down. If I find him he is usually dead in aprox 2 secs
I agree he is not a cow, but as a farmer he harvests low quality crops.
