One thing I noticed with flash and IE is that it seems ctrl-F5 *isnt* enough to to cause content to be re-downloaded, presumably because flash downloads its own content. Deleting temporary internet files was the only way to ensure new copies of flash content is downloaded (incase some were only part downloaded previously).
It could also be a MTU Path Discovery issue, if somewhere between you and the site is blocking ICMP unreachables. That can cause content to only part download. Lowering your MTU setting would resolve that issue.
Nothing worked for me.
Different browsers which never accessed the site also still showed it broken and incomplete.
All the things which normally can get troublesome sites to update didn't work for me in 3 different browsers.

MTU issues would affect all browsers, although I would expect it to affect some other websites also.
You could try installing Fiddler 2 and opening the site in IE after starting fiddler2 and then look at the details fiddler reports.
I notice that IE downloads just the heading, then it thinks the page is Done, the rest of the content being downloaded by flash. If your seeing just the heading maybe its an issue with flash downloading the content, perhaps your virus scanner/firewall is being over protective.
@IainC, i don't mind the forums and/or servers are still down, but why give only a post here and not update the infamous image on the site.
