Getting strange LD on one of the computors

Got two computors with static public IP adresses at home. I get the same lag spikes on both computors. One of the comes back after the lag and you can keep playing. The 2nd computor keeps receiving packets but can't send any. I have testet with putting it in a other network and got the same problem there. I testet with dynamic IP and router same problem. I testet diffrent settings on my network card both duplex mode and other MTU values etc. I don't have any other problems on that computor except for daoc. I mean I don't go LD on ICQ or irc. And the strange thing is that I keep receiving but can't do shit. I see what people write, how they run, I get rps in the 30 seconds I see before the LD. But as I can't do anything and won't be able to log back for 1min it kinda irritating.

Anyone got any ideas what to try next?

Try a different network card. Could be a hardware fault.
