Because with ToA it's going to be impossible to cap everything...
ToA and 1.65 quests will introduce items that highten the stat cap and offer special rewards like 10% healing bonus. The items themselves are crap though meaning you have to choose for capped stats or nice bonuses.
I suggested this once as a way to fix SC, add special attributes that give very wanted bonuses but take up a lot of space in a SC template so choices need to be made.
I like this change, but not sure how it will pan out.
