Software limiting would have to be installed on her PC though, which I imagine she would object to. How is your internet set up? i.e. what router have you got and how do you share it?
Something wrong if Spotify is causing you a headache (unless you're on a shitty connection - unlikely in Sweden - or you're just a selfish twat who wants all the bandwidth of course ), even if she's a subscriber; the max bitrate she can stream is 320kbps. If she's on an ad connection its only 160. Unfortunately there are no tools in Spotify itself to manage this further (not yet anyway). If she is a subscriber and she's using the 320k version ask her to switch to the lower one when you need the additional bandwidth. Are you sure the problem isn't internal; e.g. wi-fi related? If I get that kind of problem its usually down to something like that (even on a wireless-n connection I get that shit sometimes).
I have a similar problem, running Steam with a download positively kills everyone's connection apart from mine, the difference being I'm using a direct LAN cable and everyone else is using Wi-Fi.
That's not you Xane. Steam is a shitbrick for doing that. I've got nobody else on my home connection but a steam download destroys everything. I tend now to rack up a download before going to work or going out.
