Well to break away from the sarcasm.....

Yeah new gfx card will usually do the trick, what hardware do u have currently?

use net_graph 3 to check frame rate as net_graph 1 bogs ya framerate down showing ya those fancy gfx.

Or even better dont use any net_graph to show your framrate use /cl_showfps 1 and cl_showfps 0 to turn it back off. Type these in console and framrate will appear in top left corner of your screen
