Actually, I don't think it works like that in Italy.

Football is their life, their oxygen, their bread, their love, their meaning of everything. I think it could be good to make people think about that and get some perspective. Like a husband who loves his wife but is beating her up until she finally leaves him. It's not about a "small group". It's about 20.000 people letting their hatred roll in across the stadium and onto the grass and over the players and eachother.

And sadly I don't think playing on empty stadiums will help, either. Until they can get to the bottom with this CRAP, no football for a year (or until it's safe to hold games again) will get the message across. Yes, it will suck for those of us who just love football. But it will make it oh so much harder for the assholes to stir up shit once things start up again - because more people will be ready to stand against them.

As for other countries, I really don't know how far this has gone everywhere else. But I do know it's a problem, and something needs to be done before more people DIE over a game.

The English are, and always will be the football hooligan champions of Europe. The English have an appalling track record of bad behaviour abroad. The press splash their usual headlines and pictures, yet at the same time, if you talk to regulars down the pubs, your average Joe Public seems to glorify the violence as if its something to be proud of. Shameful.

1 year ban of football? Are you guys kidding? When the smaller clubs have a turnover of about 50 Million euro a year, and I can only imagine how much the bigger clubs have, they will NEVER stop this for a year. Would mean a huge loss of money, would never go through.
Besides that it would cost the job of thousands of people.
On top of that, the hooligans would just go fight for serie C clubs, who'd be the only actual winners, as they would get a lot more attention than they "deserve".

Uefa has threatened scotland that if secutarism chants dont seize then they will play their games behind closed doors. And if it still doesnt stop after that they will be banned from european football (both club and internation).

So with this going way beyond that problem then they really should step in and do something else they showing that the standards are different depending on where you are from!
