Well, I think it would rely greatly on the "people are idiots " rule;

1) People would want to help sick-looking people. "Hi, just let me take a look at thAAAAAAAAAAAARGH!!!!!!!!!!!!"
2) Governments are not going to order a mass killing of their own voters, not until it's too late...
3) What if the breakout happens on National Hug-a-Zombie day?
4) I think the majority of the zombie "fear factor" comes from the whole relentless shambling thing. You can run faster, but you have to sleep...
