I'm right in thinking that this means little to people not under american juristiction?

For example do I break this american law by calling someone a twat or w/e on an american based messageboard while I myself am in the UK? If so then if i traveled to the US i could be arrested for it?

This is misleading.

(a) The President cannot sign something into law without agreement from the Senate, in fact in most cases he is probably bound to sign as his role is executive not legislative.
(b) The Act is an amendment to an already existing Act dating back to 1934 that already contains the word "annoy", it merely clarifies that using the Internet as another form of "telecommunications device".

As the law stands today, you are a felon if you:

(C) makes a telephone call or utilizes a telecommunications device, whether or not conversation or communication ensues, without disclosing his identity and with intent to annoy, abuse, threaten, or harass any person at the called number or who receives the communications;

so if i flame an american on the net on a messageboard (thus concealing my real identity) or even like pming someone in something like WOW without telling them my real name and address - I could be arrested if i ever travel to america?

Correct, international law is a funny old business, but I think it unlikely the UK would extradite a British citizen for breaking a US law while said citizen was on UK soil...

He's right. Our esteemed politicians can't seem to grasp this simple point, but the First Amendment protects our right to write something that annoys someone else.

Anyway, winding up the Yanks is a national past-time - generally you cant be extradited for breaking a law that has no equivalent in that nation - thus many websites of contraversial nature tend to be in little countries who dont have laws against them.

The exceptions come where massive diplomatic pressure is put on or if the yanks want a brit - tony bends over backwards for them ;P

Not even mentioning the fact that you cant break a US law while on UK soil. US have no jurisdiction in the UK - only if the action you took was outlawed in the UK or in international law would it be grounds for extradition. Despite what Bush and other americans would like to think the USofA doesnt equal 'The World' and the US legal system doesnt mean crap to people outside of the US.
