Why is this a penalty? Only against pbt if he is solo, assist sorts it out otherwise and being a skald is all about frontloading... Now, if the silly interrupt code would not be the way it is (remember Sanya's "tick tick tick" explanation?), it'd be all right, since a caster would then be able to time his casts in between the swings. Also quickness does have a penalty, altho not very large one. Because basedamage remains unchanged nomatter what your swingtime is, and only styledamage remains the same over time no matter hastelvl(i.e, gets higher/blow when you lower quickness), you will be doing less damage over time without haste and quickness. But when assisting frontloading is more efficient that's true. Also this will not be nerfed in 1.62, so keep crying. Maybe we can nerf bard melee next!

The swing speed isnt really a problem because the target will be dead in 1 swing by 3 tanks...
Anyways, my guess would be that everyone with low quickness will get nerfed some way Its a complicated issue though, as it changes a few things on how melee works... But it'll be a good fix...
Otherwise, give my wizard a spell that does 1000 damage (after resists) on a 6s recast timer... Note a 6s recast timer, the spell itself ofc, has to be instant (as this is the case with the initial blow from melee)...
Lets see how 'melee' would like that....
