if you buy online with a debit card, and the goods are sent, does the payee have a certain amount of time in which to bill you?

scenario is, i ordered something about 3 weeks ago. it took about 2.5 weeks before it could be shipped and it has been shipped and apparently its out for delivery today. i have yet to be billed. after so long, is it no longer "ok" to charge me?

would be nice to get something for free

Not too sure to be honest, you have given them authority to remove monies from your account so I think they can do this when they like within reason.

What is likely is they may not bill people until the product is in stock, when you use a debt card the shop is guarenteed the money from the bank (whether you have it or not) so you may find it will come out in the next few days (whilst it works its way through the system).

once i bought some RAM off ebay, going back 2-3 years now. Anyway after 4 weeks it did not come so i claimed my money back off pay pal. 2 days later voila.. the RAM arrived... and i got my money back

I had similar with Amazon something went out of stock but then they shipped it to me and never took the money. 2 months later i got a email telling me they were going to take the money but as it was thier mistake they would wait till payday if i wanted.

aw i hate that when you pay for something (i always pay as soon as i commit to buy) and then they dither about and you think the money has already gone so think you have more money than you do then they decide to take it and whoops your a little bit fucked, it really bugs me because if i say i'll pay asap the least they can do it take it asap.

ofc if they dont take the money then offer me a discount because they dither then i'd be well happy but they never sodding do it.
