get a pasport of the country and get into that countries national team (ofc the FIFA has to be ok with it and they apply the rules Swords mentioned). Also Edu might play for England as Brasil dont want them in their national team and he might prefer to play for Brasil, but if that doesnt happen he would still like to play on international level, so he would change his nationality to english (or british?).

could be because he doesnt fit in their team or because they got someone with similar playstyle and thats better. Doesnt mean he is crap though .

brazil are the world champions, not getting into their team doesnt make you crap.

he has been good at arsenal but only recently he has been owning, the premiership doesnt have much glamour compared to la liga and serie a etc, which may be why they overlook him.
