E-Mail to China

Anyone know if all e-mail into China is routed through the same mail servers for persusal by the goverment, or do they have independant ISPs like we have here.

Basically, trying to send a mail to a chinese address and it's failing to relay at 21cn.com's mail relay. Just wondering if 21cn.com was china's govermental ISP or just a serperate ISP who's mail servers are bit shafted.

*all* traffic passes through the great firewall of China going in and out. Some types are filtered some are not. Not sure about specifics
