The English flag is there to signify English as the language, it wouldn't necessarily signify the time zone because GMT isn't purely an English thing, it's just the time zone England is in. Even more so with CET, it's not as if CET has a flag or symbol of it's own to signify the time zone. Aside from being pedantic though, you're right, on something as international as the internet time zones should be specified next to times.
