No, we have raided summoner's hall quite alot and gotten similar drops but not with those stats. It must be new for the patch in that case.

Yes, but i remember 8days ago we had little summoner raid and hibs wiped us. They had summoner raid too , just more people and same time some hib (forgot his name) yelled or mIRC #celticfist that they got 114util (exactly same) drop, and afaik summoners drop 95%qua items, like this 1.
