Distortion

Ok, i've only just noticed, but there are these lines, which keep popping up on my monitor. They mainly appear at the bottom of the screen, but also come up quite rarely on the top.

They stretch all the way across, but flicker constantly and are quite faint.

I'm wondering; is it a monitor issue, or a graphics card issue?

Thats difficult to say. Do they exist on a screen capture? What about if you change the resolution?

Try knocking the contrast on the monitor all the way down, do they persist?
