Diminutive question

Ok im 806 scing but the diminutive siege tab on my recipe list is still greyed out.

Is it bugged or do I have to go visit a certain trainer to make diminutive siege?

The item is shown at 800 skill but you need to have 900 skill to make it.

It also says in the help feature ingame that its 800 skill
