You already have a static address: your hardware address (ethernet or MAC address) which also happens to be unique - every piece of ethernet hardware in the world has a unique address.

Couple this with the following facts and realise that an audit trail exists for all your internet activity:

1) DHCP (protocol used to assign network configs dynamically) logs are kept by ISPs (as required by law)

2) My broadband account (with my irl name and address) has the MAC address of my cable modem registered to it (I cannot get an IP address from my provider's network unless I have registered the cable modem I using)

Moral of the story is don't f**k around too much on the internet you can be busted, it happens to people all the time. It's up to you to judge exactly what you can get away with before the powers that be decide its worth the expense to them to give you a spanking!

yep, this is kinda how it works out, one thing though, you with a cablemodem are registered with a MACadress yep, but many broadbandconnections are free to connect to with any MAC, and MACs can be changed around with, but ye, basically, with an IPnumber, it can be traced back pretty easy unless the person in question have decided to make it hard to do so. There are ways to go totally unnoticed and totally unregistered on the net atm, aint even hard sadly (why I think its sad is due to that thats a reason why childporn and shit are so spread atm).
