ask in the hosted sites forum.
as far as i know the box which hosts the sites is personally maintained by DBs, hence he's the only person who would know when there'll be more space.
but i can tell you now, people have asked, and apart from recent people who've been told to read older poists, that it'll be back up when its ready.

Its up atm, and seems to have been pretty much 24/7 since they ditched the cgi scripts.
