It drops off Melos Gyre and Melos Protector.

Best area to farm is around the Meso stable master. Roam about there and kill all the Gyres you can find. Don't bother with the Protector since I think there's only 1 of those in Meso and it doesn't respawn fast

Or you could just wait for 1.82 and farm every Melos mob and get it faster

Generic answer -

Speak to Apprentice XXXXX in the middle of the Haven of the zone that the Artifact drops in.

They'll tell you which scrolls belong to which artifacts, and also which monsters drop them.
