cloak of Icy Vigor, stats?

the one dropping from thane in dodens, not asking for any real reason but just would like to know :>

its entered twice on la libraré, so Id like to know which one of them is for real.. maybe its been upgraded or something, so if any1 should know, pls share wisdom^^

and no, i've never seen this cloak with stats #1.
It could be reworked after 1.6X IMO

I heard that mythic reworked stats on all dodens non RoG items in 1.6x, all items should have much better stats.
