Cata items with +%block/parry/evade

Do they count as a total 5% more block/parry/evade or do they add 5% to your current block/parry/evade rate?

Gathered 14% more chance to parry on items now that will be great use in pve to get off some parry styles, but was wondered actually how good they are and if they are worth looseing a few stats on

think its added to ur current chance to parry. still have a hardcap at watever % it is

and no, imo its not worth loosiung stats over.. but thats just me...
