With maxed out dex (+75 (+100 with ToA cap-increase), right?) and +10% castingspeed from ToA are you already hitting the hard cap on 2secs - or still some 1/10th secs to gain from Mastery of the Art?

(assuming ofcourse that there's still a hard cap on 2secs?)

there is and has never been a hard cap of 2 seconds, (except on quick-cast)

if there were a cap it would have depended what the cast speed of the spell is anyhow

there is always room for a faster cast time on something :d

2 second cast speed cap would have been forever, I already get gray hairs from the nerfed +10% cast speed in comparison to the +25%. :(

Has this been tested? I have yet to test it myself, and Kort's SC calculator says it is 25, but according to Mythic (1.68 patch notes):
- In researching this issue, we found that a 50th level character could receive up to 50 bonus stat points (the character's level divided by 1) from items, buffs, etc. Our design called for the stat cap to be set at the character's level divided by two (plus one), and we've even given this answer out in discussions and chats. Feedback from our users proved there was a discrepancy. We have fixed this bug, so now everyone's stat cap bonus will be lowered to meet the new formula. Now, a level 50 character's stat bonus cap will be 26, not the overpowered 50.
My SC suit is not ready yet, so I can't check it myself.
