casting speed cap

Anyone know what the exact cap is and how it's calculated?, hearing different figures from all over, assuming it's 1.5 seconds, and 1% every 10 dex between 50 and 250, and 1% every 20 dex over 250, that would give..

Sorceror -

Base Dex at lvl50: 83
10 points put in dex at start: 10
Dex from items 75
Toa Dex cap bonus 25
Aug Dex 5 30
Base Dex buff 52
Dex/Qui Buff 93

A total of 368 dex, meaning the casting speed increase would be 50-250 Dex = 20% increase in casting speed, assuming they have Toa 10% casting speed bonus brings it to 30%, and then from 250 to say 370 (nearest 10) gives 6%,

Taking 36% of the 2.5 second base lifetap leaves 1.6 secs as the fastest cast time you can get?

class

base dex was derived from avalonian class with 83 at level 50 without any points invested in it.

Inconnu gives 93 dex base at 50, and saracen 103.

According to character builder version 2.

i only know the cap is 40% of the cast speed that shows in delve. so if its a 2.5 speed spell the cap for that particular spell is 2.5*0.4 = 1.0. i think i know that atleast :)
