Ok. I know the item cap, base buff cap, specced buff cap and overall cap for stats. Is there any exceptions to these for race, etc?

Nope. 300 is the cap atm
So thats why rolling a Kobbie warrior over a troll warrior was better
As kobbie warrior u will still cap str + con at 50 but more importantly u will get dex to cap as well. Dex for shield user's is like quickness for infil's/sb's etc etc.
With the stat cap change having a Troll warrior could be more useful as u could possibly get 400+ str and do some serious dmg
