Can't advance past pilot level 18

I can't advance past level 18, it just says i need to do a mission, but ive finished the game. i cant buy the freighter on planet hamburg because you need to be level 20. How do i advance?

Just ignore the mission thing. It seems to be a bug. Just make a load of money and you'll advance.
