Your lucky. You used to be able to trade the necklace until one of the recent patches. Unfortunately I gave my necky to an alt - the 'patch' (haha) was introduced and no matter how many times you appeal on RightNow GoA will not transfer the necklace back to the original owning character. One of the best necklaces in the game and I can't use it on my main.
After much begging I asked them to reset the quest, which they 'kindly' did ... this allowed me to do the quest .... yes you guessed it .. once. We all know how many times potentially you might have to do the quest to gain the necklace. I didn't get the necklace on that one run...
I was then told basically to 'give up'. Unfortunately I couldn't possibly put into words what I think of GoA's customer service.
So just be grateful you have a necklace hehe

I know for definate that all the weps gained from LSoA quest can have their dur % repaired as its been done on my friar 
not sure if it can be done with the other items though.

In fact.. ACN (like any other itam) loses all it's magical properties at 70% con, I've seen it myself and was panicking for half an hour for fucking up my SC template or something equally evil.. Then I fixed ACN and got the 40% resists back. ;o
Also I fixed my ACN's dura at N'chever, the NPC next to the house with Vault Keeper and shite in Wearyall.. Dunno if it doesn't work in this patch, and if it doesn't I'm gonna kill someone because it's already down to 98% dura as I thought I can use it in PvE too.

I mean seriously: You can just get another necklace in the game and built an SC-set around it..
TOA added more uber stuff and so did SI. Guess what a new expansion will bring... oh yeah more uber items.
Its not like the end of the world if you cannot use that necklace
I mean; my druid doesnt even use it in his SC; and you will see alot of times it doesnt fit if you use other uber items because of overcapping resists up to 39%
