i believe that 1.75 beta only has extra stuff in for action quake only. i can't remember whether whether it was to sort out excessive client userinfo strings or to stop some sort of script (MP or head shot, not sure, don't play AQ2).
i've never seen it anywhere except for on barrysworld servers. you could always email zarjazz and see if he has a copy as no one seems to have updated http://sourceforge.net/projects/bw-admin/ with the latest version.
personally, my preference would be for q2admin which has overtaken bw-admin for features and bot protection than bw-admin.
BW-Admin 1.75beta was a temporary fix for two issues, one related to the muting BW admin does, and second another ratbot blocking thing, which worked out fine. Also it added another cvar check for AQ2, but unfortunately, userinfo remained a problem.
Q2Admin might be the better solution of the two at the moment, as Zarjazz stopped working on it, and Slicer and myself don't have a lot of time to keep this up to date/fix all remaining bugs. However, if people want it, we could most likely put the 1.75beta source on the sourceforge cvs.
Anyways, with the release of the Q2 Engine source, it might require a new form of anti-cheat protection.
