Except for the fact that most of it involves judging human motives at the end of the day which we can never know...

True... *but* (and here's the fundamental difference for me)...

Arafat is 'head' of a group of people with no real home, country, collective being, electoral state, etc. He has absolutely no control over extremist elements (eg Hamas, Hizbullah), he has no way to enforce his decisions or beliefs upon them. He has never personally been involved in any terrorist action, war crime, or threat of violence - so whilst he may be ineffective at curbing dissidents who fall under his 'control', it's hardly surprising.

Sharon, on the other hand, is the head of a supposedly 'legitimate' government. He has a state military, police force, he was elected into power. He is recognised on both the domestic and world stage as the leader of Israel. As a result, Sharon *can* and *must* take responsibility for the actions of Israel as a country - actions which include targeted assassination of political figures and ethnic cleansing (Sharon was personally responsible for the Sabra and Shatila massacres, and that was before he was even elected).

Which is more insidious - terrorist acts, which by their very nature are the actions of extremist, uncontrollable groups outside the law... or the same actions, committed by a supposedly legitimate government? Sharon doesn't merely condone murder over which he has no control - he actively utilises it. And all in the name of "fighting terror".
