I personally prefer a 3 strikes approach. 1 burglary and you are given a non jail sentence but still something thats gonna make you think twice. You do it again you get put in a rehab location like a prison were attempts are done to find the source of the reasons you burgle. 3rd time your in jail, and depending on what you did in the 1st 2nd and 3rd burglaries depends on what sentence you get.
There was a shop owner jailed for 3+ years for burglary of a house as forensics found his fingerprints on a box found still in the house, that was the only evidence against him and the fact there was a very[\I] good chance the item with his fingerprints on was bought from his shop, it was on a BBC TV program last year and there had been so much prating about trying to free him he had already been there for a year, it was clear that this mans life was/had been destroyed by this, and the whole while the evidence of his innocence is sitting around while people fight for his appeal
