Thats a misunderstanding.

Age of Consent was never changed (check the law if you doubt me), they only tweaked up age for buying alchohol and added an age for cigerattes.
Somehow a rumour started that Age of Consent was changed to 16 as well, just like alchohol was changed from 15 to 16, but it was actually never changed.
Still, while it was just a rumour, I would guess 20-30% of the danish population somehow fell for it and belived it at face value without really knowing what was going on. I too belived it, until I actually was told that it wasn't so and checked it out.
