Don't think we are renting from steam. I think we buy a license to use the software. But I have never read all those terms and conditions.

Technically couldn't you argue you're buying software onto an account that's in Luxembourg and the software can't be used unless you go on said account... After all nothing in that article points At Steam who's a huge player..

So can't the businesses just register somewhere with a low tax rate that's outside the EU?

I'd wager the point is that in/out of EU commerce would be subject to import duties, whereas with the 'free market' of the EU you could/can get away with these shenanigans due to differing VAT rates, as it being intra-EU there won't be any import duties.
