Brakes squeaking in the rain/damp ground

Brakes are flawless in dry conditions but squeak like a bitch in the rain or when the ground is particulary damp.

Is there any way I can stop this or minimize it? The brake blocks haven't been on long - only about 4-5 months, although I do ride 4-5 times a week.

Clean the rims, and sandpaper the blocks.

And toe them in a smidge.

ie, make the end of the block further round in the direction the wheel is spinning, contact the rim ever so slightly sooner than the rest.
