Where are you getting the lag spikes? Prydwen has been lagging for the past week, but the problem is with the server. Or ping some servers and find the problem.
BY is pretty good now, 3years ago I was paying £35(iirc) for 512kb. Now it's £25 for 1Mb. My only problem with Telewest is they ask for your password, when they call you. ISPs should know better. Although I refused to give the password, it's still annoying to think their call-center staff have access to everyone's login/pass :x
