Block effectivness question inside!

Hails all.
does anyone have a "block rate" type ? i mean a math type.
if not, can anyone tell for sure if the +shield from items and sc affects my block rate, or is it just for more shield style dmg? and if so, how much more /point ?

+Shield does effect your change to block upto I think its 83%(max)
+Every 1+ in shield = 0.5% change to block and you have 5% base blocking
+ "There is a cap of 80% chance to block when facing one opponent, 90% when facing 2, and 99% when facing 3 or more" 3/3/06 Grab Bag

and This I found as well block rate = (((Dex*2)-100)/40)+(Shield/2)+(Mastery of Blocking)+5
