Blackened Cloak

Anyone know whats up with this cloak? Is it PvE only or do you have to do a quest or something to get the duration bounus??

Heres the item im talking about, no doubt looks very bugged to say the least with the uber 0% energy etc..

ah ignore this.. was some sort of bug did a relog and now im getting the correct stats...

QQ 22% duration whould have been nice
