My reaver was way past level 19 when bg0 came in, but...
If you're a flex reaver you want 18 in flex for Indigosnake. At the first few levels after you get it Indy is THE killer style because of the (relatively) huge lifetap proc. It's pretty easy to land side positional styles as long as you're the second person into battle, as a lot of enemies will just stand there and whale away - as long as they're on someone else you can strafe into position for an Indy with little difficulty.
19 Soulrending is another 'should have'. At lower levels, SR makes the reaver as a class, and at 19 you get a bigger lifetap shout. The lifetap hands out noticeable damage and is your self-heal in melee - you want the best you can get.
The down side is that with both of these, you'll only have 3 in shield, which is too low for even a bg0 tank in my book - no guard, no engage. You'll need to make some tradeoffs. I always suggest people think a bit about what they want, then go play with the character builder at daoc.catacombs.com and come up with their own spec.
