hy all whats the minimum activation for bom ??? i have the encounter the scrolls but cant acti on my necro 43 ( and yes i went to right scollar )

I activated mine at lvl42, lowest according to VoS is 40.

silly question but have you combined the scrolls?

you can activate it @ level 40

combine all scrolls and make sure you have credit for it
