The answer is simple: hold parents responsible with large fines. The problem will decrease very quickly if parents' pockets are hit.
The same think happened with absenteeism from school. Fining parents forces them to take responsibility.

why not link benefit payments to the behaviour of children. your child plays truant, your benefit for the month is reduced 20%, your child commits a crime, your benefit is reduced by 20% etc
