The RA Raging power ... it says its a full power heal in combat ....
does it basically mean its ip for bards or does it mean you get to cast heal once whilst in combat (standard level 50 baseline heal 20-30% health but can be cast in combat).

its like mcl, only it works in combat and gives you your entire powerpool in power (so like ip for your power)

And bards can get "proper" ip anyway.
