Only thing that matters is spell level versus enemy's own level. i.e. you can't do a shit to make it land easier, and with CB you not gonna get a full group mejt.

As for what they get:
Healers get mez and stun in spec AE forms (pac), and single mez, stun and root baseline.
Sorcs get mez and root in spec AE forms (mind and body), and single mez and root baseline.

resist rate = lvl of spell compared to lvl of target
skill = reduce dmg variance (no variance at all if skill = level of target)
things that fuck up mez =
low lvl spell (44), often outright resisted, get mofocus 2 or so to decrease resist rate in NF
ceremonial bracer, re-cast mez
dropoff = lower duration at the edges
