I think it's were say you have 200 rep points and you give someone rep you will give them more points than if someone with 1rep point gave you.

I think it's for newly registered accounts, but don't quote me on it. When i've looked over what i've got, the grey ones haven't counted towards it. Also happens when someone's been rep reset

If someone is significantly lower than you in rep points, when they rep you, your score won't increase, but you get a grey blob on your profile page to show you that the person repped you.

Green = goes up
Grey = stays the same
Red = goes down (disabled on FH).
