Been there now in hib realm with my mates from Dyvet and the rvr is very active. Theres ppl online at peak times 2500 and on avarage 500-700. Also despite common misassumption there's been ML raids and Arti raids now, and also there is English alliance - so being in german server shouldn't be of a such burden after all. For questers, you can always google the quest info or use allakhazam.
For skills use Daoc Charplan it support other languages than just English.
