Can anyone that has one of these comment on the proc? Reads like the usual summon elemental proc, but says duration 2 secs?

Read elsewhere it's a debuff proc.

be nice to know which it is, and how often it procs

proc rate ain't that bad i don't think... seems to go off quite often for me

had it on my scout for awhile
was hitting a cleric that was getting heal spammed with it for like 5-10min or so and it proced twice during that time.
after that i sold it ;d
