Animated .gif files ....

Want to make an animated .gif file from an movie media file, Avi or mpg, only a second or so. Anyone know a good program for this, first of all how to copy a piece of a movie file and make it its own file.
Would appreciate a serious answer, and nothing in the lines of: google it up

quicktime can convert a movie into a image sequence...

and then most decent picture editors, photoshop springs to mind, supports making of .gifs, however not sure how do to do it but im sure it does it...

from experiance, these type of programs have quallity markers and are generally rather poor, and trial versions have a watermark/stain
